Provider Guide 2026

The claim you will read everywhere. JILI is described as holding a PAGCOR (Philippines) licence plus a secondary Gaming Curaçao licence, with games certified by BMM Testlabs, GLI and iTech Labs. We searched for each of those on 3 August 2026. Here is what is actually there.

What PAGCOR does publish about JILI

PAGCOR's Electronic Gaming Licensing Department publishes a JILI-specific "List of EGLD-approved Electronic Games", dated 19 May 2026, running to eight pages and 217 numbered titles — 197 eCasino, 13 eBingo and 7 numeric games, with a game ID and version for each. Super Ace, Golden Empire and Money Coming are all on it. You can read it yourself on PAGCOR's electronic gaming regulatory page, which links a per-studio PDF for roughly 140 suppliers.

That is a meaningful, checkable fact, and most JILI pages miss it. But read what it does and does not say: it approves JILI's games for the Philippine domestic market. It is not a corporate licence, and it names no testing laboratory. The document contains no accreditation, licence-number or RTP language at all.

JILI does not appear under its own name on PAGCOR's list of Service Providers and Registered Domains (18 March 2025), its list of Accredited Gaming System Administrators (4 December 2025), its Accredited Gaming Affiliates list or its Accredited Support Service Providers list (both 20 July 2026). We are careful about what to read into that: those lists name Philippine-incorporated companies rather than studio brands — entries look like "Light and Wonder Services Philippines, Inc." — so a foreign studio could sit on one under a local corporate name we do not know. Our position: JILI content is EGLD-approved; we make no claim that JILI itself holds a PAGCOR licence.

The Curaçao claim is worse than unverified — it is obsolete

Gaming Curaçao ceased operations on 18 August 2024. Its own website states that all sub-licences issued under its master licence expired on that date, that all seals were rendered inactive, and that any attempt to display an active seal is unauthorised. Curaçao licensing moved to the Curaçao Gaming Authority's public register under the LOK ordinance in force since December 2024.

We searched that register on 3 August 2026. Its Online Gaming License Registry, last updated 29 July 2026, lists 660 current and revoked B2C and B2B licences. No entity whose name contains "JILI" appears in it, nor in the CGA's enforcement register or its list of certificate holders. So the "secondary Gaming Curaçao licence" repeated across the affiliate corpus points at a system that no longer exists, and nothing has replaced it in the register that succeeded it.

Certification: nobody can check this, including us

Independent lab testing is the more meaningful signal for a game studio, because it speaks to RNG integrity rather than corporate paperwork. The problem is structural: none of these laboratories runs a public, searchable certificate register. GLI's database is restricted to suppliers and regulators, BMM releases certificate records to clients and gaming authorities on request, and iTech Labs publishes individual certificate documents with no public index. We therefore cannot tell you which JILI titles have been certified, or by whom, or how many.

Read that as a limit on verification, not as a finding against JILI. Absence of a public record is not evidence that testing did not happen. What we will not do is repeat a certification count we cannot check — and you should be sceptical of any page that gives you one.

Two details worth knowing when you weigh those lab names. iTech Labs is not independent of GLI: GLI announced in May 2023 that it had acquired all outstanding shares in iTech Global Pty Ltd, saying iTech would continue under its own branding and management; we have seen nothing since changing that. So "certified by GLI and iTech Labs" is not two independent opinions. And on PAGCOR's Accredited Support Service Providers list of 20 July 2026, the section headed "Independent Game Testing Laboratory" contains exactly one entry: GLI Asia Limited Philippine Branch. The Philippine testing framework is newer and narrower than most players assume. (BMM Testlabs itself changed hands in early March 2026, when its acquisition by The Visualize Group was announced.)

This section is shorter than you will find elsewhere, because most of what is written about JILI's corporate identity has no source behind it.

Founding date: unknown. JILI publishes no founding year anywhere on its own site. Affiliate pages assert 2015, 2018, 2019, 2020 and 2021 with equal confidence and no citation. The one objective datapoint we could establish is that the jiligames.com domain was registered in December 2019, and the brand's earliest archived web presence dates to January 2021. That bounds the brand to late 2019 at the earliest; it does not tell you when the company was formed, and we are not going to invent a date.

Headquarters: not published. JILI's own site names no country, city or address — only an email address and two Telegram sales handles. Third-party sources place it in Taiwan, the Philippines, Malta, Vietnam and India. Those cannot all be right and none cites a register, so we name no headquarters. Note a trap here: PAGCOR-licensed operators that carry JILI content do list Manila addresses, but an operator's domicile says nothing about the studio's.

Corporate entity: no register record found. We could not locate a companies-register or regulator record for any entity named "JILI". Its own site never uses Ltd, Limited or Inc.

The TaDa Gaming connection is real, and it matters. This one is supported by technical evidence rather than affiliate consensus: JILI's website serves its images from a TaDa-branded cloud storage bucket, its logo file even carries the alt text "tada", and jiligames.com and tadagaming.com share the same nameservers. That is shared infrastructure and a shared build pipeline.

Why it matters to you: the MGA and Swedish licences frequently attributed to JILI belong to TaDa Gaming Ltd, not to JILI. TaDa holds MGA B2B licence MGA/B2B/940/2022, which is verifiable in the Malta Gaming Authority's register. JILI's own site advertises no regulator licence at all — its "Licenses & Certificates" footer contains two logos, GLI and BMM, with no licence numbers and no links. We describe the two studios as operationally connected because that is what the evidence shows; we do not assert an ownership structure, and we do not treat a TaDa licence as telling you anything about a JILI game.

What is in the catalogue

Catalogue size is quoted anywhere from 150 to 1,500-plus titles depending on whether the counter means games, game versions, or content from related studios. We publish the one number we can source and date: 217 titles approved by PAGCOR's EGLD as of 19 May 2026. That is the Philippine-approved list, not a global catalogue, but it is checkable — which none of the other figures are.

The design signature is deliberate: low-complexity mechanics, fast rounds, small minimum stakes and mobile-first portrait layouts. That is why JILI travels so well through Malaysian app-based casinos — it works on a mid-range phone over 4G.

JILI's fishing titles are the studio's strongest local franchise, and they are structurally different from slots. You pay per shot rather than per spin, you choose which fish to target, and higher-value fish have lower kill probabilities per shot.

The skill element is real but small — aim and target selection change your variance far more than your expected return. The house edge is built into the shot-cost-to-payout ratio, so a good shooter mostly gets a smoother losing curve, not a winning one. Sessions also burn balance faster than slots, because you can fire continuously rather than waiting for a spin to resolve.

A JILI deal is not a trust signal. This is the trap. Games are licensed to whoever pays for the aggregator feed, so JILI titles appear at operators we rate and at operators we have flagged. Our Alibaba66 review covers a brand whose promotional pages pushed JILI prominently when we looked on 3 August 2026 — including a dedicated JILI sign-up button — while failing our checks elsewhere. Waja33's marketing pages named JILI among their listed studios on the same date. In both cases we were looking at marketing material rather than a verified logged-in lobby, and both brands run many mirror domains.

Among operators that list JILI and have been through our review process — each observed on the operator's own site on 3 August 2026:

Aggregator deals change without notice, so treat that column as a dated observation rather than a permanent fact. We deliberately do not carry game-library totals or provider counts for these sites: the figures circulating for them come from affiliate pages that recycle each other, and we could not trace any of them to an operator's own disclosure.

• Check the exact title. Sequels and re-skins share names. "Boxing King" and "Boxing King Title Match" are different maths.
• Look for an RTP in the info panel or paytable before your first real bet. If the game states one, that is the figure that describes what you are playing — better than anything published about it, ours included.
• Play the demo first if the operator offers one — it confirms the build loads from a real provider feed.
• Check the paytable's max-win multiplier against what the casino's promo banner claims. A mismatch means the banner is marketing, not maths.
• Never install a JILI "app" from a Telegram link or WhatsApp forward. JILI distributes through operators, not direct APKs. Cloned APKs are a primary vector for account theft in this market.
• If a site promises a "JILI hack", "RTP bocor" or a guaranteed-win pattern, close the tab. Those are scam funnels.

If money has already gone: call your bank's 24-hour hotline to freeze transfers, and call the National Scam Response Centre on 997. Two caveats, because official sources conflict and this matters when you are in a hurry. The 997 line was announced in July 2025 to move to 24-hour operation from September 2025, but the operator's own NSRC page still listed its hours as 8.00am to 8.00pm daily when we checked on 3 August 2026 — so call your bank as well rather than relying on 997 being staffed overnight. And while the government's position, restated by the Communications Minister in March 2026, is that a 997 call is itself treated as a police report, the NSRC's own FAQ still said a separate report is required within 24 hours. Call 997 first to freeze the funds, then lodge a police report at the nearest station anyway. You can also check a bank account number against reported commercial-crime cases on Semak Mule, the checker run by the Royal Malaysia Police's Commercial Crime Investigation Department.
