JDB Gaming in Malaysia
Games, RTP and approval evidence
JDB publishes return figures for Fortune Neko and Super Niubi Deluxe. They describe the supplier’s games, not the casino offering them.
JDB Gaming: what we verified
You may meet JDB’s slots and tembak ikan (fish-shooting games) in a Malaysian casino lobby. JDB’s own pages list Fortune Neko at 95.99% RTP and Super Niubi Deluxe at 96.5%: a theoretical long-run average, not a promise for one session.
The Philippine regulator PAGCOR lists GALATIC / JDB under approved electronic games (115 rows, dated 13 August 2026). That approves games; it is not permission for a Malaysian-facing casino to take your money. We checked supplier pages and regulator records, not any casino’s game feed, app or payouts.
Correction: our earlier statement that no JDB RTP could be traced to the studio was wrong.

What is published about JDB — and how solid it is
Rows 1–2 come from casino review sites, not JDB or a regulator; rows 3–4 from PAGCOR’s documents.
| Fact | What is published | How solid it is |
|---|---|---|
| Founded | 2010, says Virtual Malaysia’s JDB profile; GamblerID says JDB launched as a branded software provider in 2016. | Review sites only (read 9 Oct 2026); not confirmed by JDB or a register. Virtual Malaysia also gives Super Niubi Deluxe 96% RTP; JDB’s own page said 96.5%. |
| Name | “Just Do The Best”, says GamblerID. Virtual Malaysia calls it the motto behind the name and gives earlier names JDB168 and Jiadoubao. | Review sites only; not confirmed by JDB. |
| Games on the Philippine list | 115 rows (114 titles, 13 Aug 2026), not JDB’s full catalogue: 85 slots, 21 arcade-type and 8 table games. | PAGCOR’s document, read 9 Oct 2026. |
| Who files the approvals | Galatic Events Corp., a PAGCOR-accredited aggregator that also files for other studios. This does not identify JDB’s own legal entity. | PAGCOR’s approved-games index (9 Oct 2026) and accredited-affiliates list (27 Aug 2026). |
JDB’s official catalogue separates slots, fishing and other categories; from Malaysia on 9 October 2026 it showed a location-restriction page instead. Compare the evidence for JILI, Spadegaming and Playtech: a bigger catalogue is not evidence of better returns.
Two RTP figures traced to JDB
| Official game page | Published RTP | Other published details |
|---|---|---|
| Fortune Neko | 95.99% | Five lines; low volatility; maximum win 800× |
| Super Niubi Deluxe | 96.5% | One line; low volatility; maximum win 888× |
Source: the two official game pages, checked 7 October 2026 (from Malaysia on 9 October they showed a location-restriction page). These are JDB’s own specifications, not measured returns or proof of a casino’s installed version. A maximum win is a ceiling, not a likely result.
Hypothetical example: on RM1,000 of total bets at 95.99% RTP, the expected loss is RM40.10, assuming every bet uses that version and no fees or bonuses. Total bets include winnings staked again, so this is not a forecast for a RM1,000 deposit. See RTP, house edge and volatility.
Licence and testing: what we could check
Sources read 9 October 2026; links go to the regulator or source, not a casino’s copy.
| Claim | What we found | Status |
|---|---|---|
| “PAGCOR licensed” | PAGCOR’s Electronic Gaming Licensing index lists GALATIC / JDB among approved electronic games. The linked list, headed “Galatic Events Corp. / JDB” and dated 13 August 2026, gives 115 rows with game ID and version. The department’s stated remit is local Philippine gaming, including PAGCOR-licensed venues’ online platforms. | A Philippine game-approval list, not a casino licence. |
| “PAGCOR licensed for offshore players” | Republic Act 12312 (approved 23 October 2025, in force since November 2025) withdrew the licences PAGCOR had issued to offshore gaming operators and offshore content and service providers. Section 5 revoked PAGCOR’s power to license offshore gaming or accredit offshore content providers. | PAGCOR can no longer issue offshore gaming licences. |
| “GLI certified” or “BMM certified” | GLI says its mark is usually linked to an online Certificate of Integrity listing the certified products. We have not verified a JDB-specific GLI or BMM certificate. PAGCOR’s support service providers list (17 September 2026) names one independent testing lab, GLI Asia Limited Philippine Branch; its enrolled suppliers list (24 September 2026) adds eCOGRA’s Philippine branch. Neither says which games a lab has examined. | No JDB-specific certificate verified. |
| “Curaçao licensed” | The Curaçao Gaming Authority’s online-gaming licence register (updated 2 October 2026, 666 licence rows), certificate-holder list (31 August) and enforcement register (14 September) name no licensee whose name includes JDB or Galatic. The register has no brand or website column, so this does not show that no licensed company offers JDB games. Gaming Curaçao, which issued sub-licences under an old master licence, closed on 18 August 2024 and says its seals are inactive. | No JDB or Galatic licensee named; not proof that none exists. |
| “Licensed in Malaysia” | We know of no Malaysian licence for online casino play, for a casino or for a game supplier. Two Malaysian Acts penalise players: see the legal note below. | No Malaysian licence known. |
Example titles on PAGCOR’s JDB list
PAGCOR list dated 13 Aug 2026 · read 9 Oct 2026
Examples follow the list’s own types. They are not a ranking, and a listed title does not show which casinos offer it.
| Type on the list | Example titles (game ID) |
|---|---|
| SLOT 85 titles | Fortune Neko (14075), Super Niubi (14036), Super Niubi Deluxe (14045), Kong (14055), Triple King Kong (14030), Lucky Dragons (8001), Open Sesame (8020), Open Sesame II (8048), Open Sesame Mega (14086), Winning Mask (8003), Wu Kong (8004), Formosa Bear (8006), Moneybags Man (14047), Caishen Coming (14084), Prosperity Tiger (14068) |
| ARCADE-TYPE 21 titles | Cai Shen Fishing (7003), Dragon Fishing (7001), Dragon Fishing II (7002), Dragon Master (7006), Dragon of Demons (7010), Fishing Disco (7007), Fishing Yilufa (7005), Shade Dragons Fishing (7004), Mines (9014), Mines 2 (9021), Plinko (9018), Mole Crash (9020), Goal (9016), Dice (9019) |
| TABLE 8 titles | HiLo (9017), Lucky Color Game (9010), Poker Racing (18022), Pusoy (18024), Pusoy Rush (18027), Tongits (18025), Tongits Fight (18028), Tongits Rush (18029) |
The list types fishing games as ARCADE-TYPE. Every version string is in PAGCOR’s document.
Slots and fish shooting need different checks
For slots, read the line or ways rules, the stake needed for features and any maximum-win limit (see our slot mechanics guide). The title and artwork do not show which configuration is running.
For fish-shooting games, check the cost per shot, firing modes and prize rules: bigger or repeated shots mean more wagered. We have not verified a universal loss rate, skill advantage or player-adjustable return for JDB fishing games. A prize multiplier is not a payout probability (see our fishing game guide). In Mines, Plinko and Dice, too, each round is a separate bet, so your total stake grows every round.
How to sanity-check a JDB claim in 60 seconds
- Ask what the badge covers. “PAGCOR” on a Malaysian-facing site means at most a Philippine approval for local operations, not that the casino is authorised (see the licence table). Ask for the approval document, game ID and version.
- Ask for a certificate. “GLI certified” or “BMM certified” without a certificate number, date and scope cannot be checked, and lab branding is not an operator licence.
- Check the operator, not the supplier. Look up the company holding your money, its legal entity and exact licensed domain, in the register it names (cert.cga.cw for Curaçao). No entry, no confidence.
- Compare the info screen with our table. Check the RTP on the game’s information screen against our official RTP table (JDB’s pages may not open from Malaysia). If it is missing or different, ask the casino which version it runs.
- Read the withdrawal terms before you deposit. Check withdrawal conditions, limits and the complaint route; do not send a test deposit to validate a supplier badge. The withdrawal and identity-check glossary and e-wallet guide explain payment restrictions.
Use operator evidence, not the JDB logo
Our Malaysia casino comparison records operator-level findings; no ranking guarantees payment or lawful access. See our reviews of Dafabet, we88, Surewin, BK8, GOD55, Rizzy and Eclbet; a link does not confirm that an operator currently carries JDB or a given version.
A JDB logo is an image anyone can upload; it proves neither genuine JDB builds nor that the site will pay. Our doorway-network investigation found a dead Gaming Curaçao seal shown across a network of Malaysian-facing sites. For warning signs, use the casino warning directory.
Malaysian legal context
Online gambling is not a legal grey area in Malaysia. The Common Gaming Houses Act 1953 s.6(1) and the Betting Act 1953 s.6(1) penalise players (a fine of up to RM5,000, up to six months' jail, or both), and in October 2023 the Court of Appeal upheld convictions for online gambling on laptops. An offshore licence is not a Malaysian one.
A supplier’s licence or game approval elsewhere does not change this, and there is no Malaysian regulator to appeal to if an offshore site refuses to pay. See our Malaysia gambling-law guide.
If something goes wrong
If you suspect fraud, call your bank and the NSRC on 997 immediately, then lodge a police report anyway. Calling 997 does not replace it. Report older incidents too; recovery is not guaranteed.
Official listings differ on 997's hours: the National Anti-Financial Crime Centre says 8am to 8pm daily, while malaysia.gov.my lists 24 hours. If you cannot get through, use your bank's 24-hour fraud line.
Keep the site address, receipts and account messages. Check any account you are asked to pay on the police’s Semak Mule portal; a clean result is not proof that it is safe. See the NSRC guidance published by Hong Leong Bank, and our responsible gambling page for gambling problems.

Frequently asked questions
Yes. On 7 October 2026 its official pages listed Fortune Neko at 95.99% and Super Niubi Deluxe at 96.5%. These are supplier specifications, not a guarantee for every casino version or session.
PAGCOR’s index lists GALATIC / JDB under approved electronic games (115 rows, dated 13 August 2026, filed by Galatic Events Corp.). That is a Philippine game-approval list for local operations, not a casino licence, and it does not cover Malaysia.
We know of no Malaysian licence for online casino play, for a casino or for a game supplier. Two Malaysian Acts penalise players, and a supplier’s offshore licence or Philippine game approval is not a Malaysian one.
Not for real-money play online: online gambling is not a legal grey area in Malaysia. The Common Gaming Houses Act 1953 s.6(1) and the Betting Act 1953 s.6(1) penalise players (a fine of up to RM5,000, up to six months' jail, or both), and in October 2023 the Court of Appeal upheld convictions for online gambling on laptops. A supplier’s approval abroad does not change this.
No. A logo is an image anyone can upload and says nothing about whether the site will pay. Our doorway-network investigation found a dead Gaming Curaçao seal shown across a network of Malaysian-facing sites.
No. A demo can show controls and rules, but loading it does not authenticate the real-money game feed, the operator or its withdrawal service.
We have not confirmed which casinos currently carry JDB games or which versions they run. Check the exact game and version in the lobby; our Malaysia casino comparison covers the operators.
We have not verified such a guarantee. Read the particular game’s shot costs and prize rules; aiming controls alone do not establish payout probabilities or a positive expected return.
